The Rise of Optimality Theory

would argue that writing a rule does not constitute a solution to a problem, but merely a statement of it. His thinking at that time was bringing about the shift of focus that he will later describe as the second major revolutionary convulsion in the study of language-the move from systems of rules to systems of principles, the first one having been the introduction of generative grammar itself (Chomsky 1986, p.6). Chomsky (1995) seems to strike a different note, however, when he finds it "...likely that phonology ... is rule-based", commenting that, for instance, "the rules deriving the alternants decide-decisive-decision ... are straightforward and natural at each step". Now, Chomsky (1976-1986) might not have been referring to phonology, and there may also be other reasons why his two positions may not be in straight contradiction. But the contrast is striking and well highlights the long-standing competition between derivations and representations as providers of solutions to problems of language organization (see Anderson 1985, for extensive discussion). While those problems may turn out to be radically different in Phonology and in Syntax, they do seem rather similar
